Working to close the gap between the “haves” and “Have-nots” then President Clinton launched a sweeping initiative to close the digital divide funding for Internet Access and computers in every classroom was part of the 1999 e-rate funding passed by congress. Just under 10 years later we are a nation falling behind the world in achieving the development of a “Connected Nation”.
